SUMMARY OF INCIDENT: On 10/23/2026 while conducting a directed patrol on Loop Road in Troy, Deputy Cota observed a motor vehicle violation. After turning around, Deputy Cota observed the vehicle pulled off to the side of the road with the operator out of the vehicle looking under the hood. After further investigation, the operator was identified as Donald Champigny who had active Conditions of Release prohibiting him from operating a motor vehicle on a public highway. Champigny was arrested for Violation of Conditions of Release and transported to the Orleans County Sheriff’s Department for processing where he was later released with a citation to appear in court at a later date.
